446 फर्जी अध्यापकों को भी हटाया जाएगा, अफसरों पर भी गिरेगी गाज

पंजाब में फर्जी अनुभव प्रमाण पत्र के आधार पर नौकरी प्राप्त करने वाले अध्यापकों के मामले में शिक्षा मंत्री सिकंदर सिंह मलूका ने शिक्षा विभाग के प्रमुख सचिव को जांच करके रिपोर्ट देने के निर्देश जारी किए हैं। मलूका ने कहा है कि फर्जी सर्टीफिकेट के आधार पर नौकरी पाने वाले टीचर्स को नौकरी से तो निकाला ही जाएगा, साथ ही उनके खिलाफ धोखाधड़ी के केस भी दर्ज कराए जाएंगे। इन टीचर्स में किसी भी नेता या अफसर के नजदीकी क्यों न शामिल हों, उन्हें बख्शा नहीं जाएगा।

हरियाणा में अवैध तरीके से 719  हुए अतिथि अध्यापकों पर कड़ी कार्रवाई का आदेश देते हुए पंजाब व हरियाणा उच्च न्यायालय ने हरियाणा  विभाग को आदेश दिए हैं की अगले 3 सप्ताह में उक्त फर्जी अध्यापकों को बाहर का रास्ता दिखाया जाये। गौरतलब है कि हरियाणा में 2005 व उसके बाद अतिथि अध्यापकों को ठेके पर लगाया गया था । इनकी नियुक्ति के नियम बड़े ही ढीले होने की वजह से कुछ जगहों पर ऐसे अध्यापक भी नियुक्त कर दिए गए, जिनके पास निर्धारित योग्यता नहीं थी । इस प्रकार के 719 नकली अध्यापकों के मामले में

हरियाणा के अस्पतालों को मिलेंगे 560 नए डॉक्टर

हरियाणा स्वास्थ्य विभाग नए भर्ती 400 डॉक्टर्स को सरकारी अस्पतालों में इसी महीने नियुक्ति आदेश दे देगा। साथ ही अगले महीने तक 560 डॉक्टर और भर्ती किए जाएंगे। इससे जिला अस्पताल/डिस्पेंसरियों में आने वाले मरीजों को काफी राहत मिल पाएगी। स्वास्थ्य विभाग नई भर्ती किए गए 125 स्पेशलिस्ट्स को जरूरत के अनुसार जिला अस्पतालों और मेडिकल ऑफिसरों को छह माह की ट्रेनिंग देने के बाद प्राइमरी हेल्थ सेंटर्स (PHC) में तैनात करेगा। इसके इलावा सभी 21 जिला अस्पतालों में अब स्पेशल क्लीनिक भी खुलेंगे जहां विभिन्न बीमारियों का इलाज एक ही जगह किया जा सकेगा। स्वास्थ्य विभाग सोनीपत, कुरुक्षेत्र, रेवाड़ी, रोहतक, पंचकूला, गुड़गांव और फरीदाबाद में खोले गए पॉलीक्लीनिक को वरीयता देगा। इसी तरह जिलों में स्पेशल क्लीनिक खोले जाने हैं। इनके लिए राज्य सरकार ने डॉक्टर्स के 540 नए पद सृजित किए हैं। इन क्लीनिक को खोलने का मकसद जिला अस्पतालों में मरीजों का दबाव कम करना और बेहतर सेवाएं देना है।
एक चौथाई डॉक्टर नहीं दे रहे सेवाएं: फिलहाल राज्य में करीब 2800 सरकारी डॉक्टर हैं। इनमें से करीब एक चौथाई डॉक्टर अलग-अलग कारणों से राज्य को सेवाएं नहीं दे रहे। कई डॉक्टर एमडी की पढ़ाई के चलते लंबी छुट्टी या डेपुटेशन पर चल रहे हैं। इसके अलावा बहुत से डॉक्टर पोस्टमार्टम व मेडिको-लीगल केस के चलते अदालतों में पेशियां भुगतने की वजह से ड्यूटी नहीं कर पाते। इसका सीधा असर स्वास्थ्य सेवाओं पर पड़ता है। इसके इलावा नए भर्ती होने वाले डॉक्टर्स में से बहुत सारे जल्दी ही नौकरी भी छोड़ जाते हैं। पिछले तीन साल में करीब 2000 डॉक्टर भर्ती किए गए। आज इनमें से सिर्फ एक तिहाई ही सेवा में है। इसकी वजह ये है कि एंट्री लेवल पर डॉक्टर्स को पड़ोसी राज्यों पंजाब व हिमाचल प्रदेश की तुलना में करीब 70 फीसदी वेतन ही मिलता है। हरियाणा में डॉक्टर्स का स्टेट्स भी द्वितीय श्रेणी का है जबकि पड़ोसी राज्यों में वह प्रथम श्रेणी में आते हैं। साथ ही पोस्टमार्टम ड्यूटी व मेडिको लीगल केस का बोझ भी ज्यादातर डॉक्टर नहीं झेल पाते। कई स्पेशलिस्ट्स को सरकार ने क्लीनिकल सेवाओं से हटाकर बतौर प्रोग्राम अधिकारी लगा रखा है। ऐसे में वह नौकरी छोड़कर प्राइवेट प्रेक्टिस को ज्यादा महत्त्व देने लगते हैं।

इंस्टिट्यूट ऑफ चार्टर्ड अकाउंटेंट्स ऑफ इंडिया (ICAI) ने ग्रेजुएशन कर चुके विद्यार्थियों को CA कोर्स में सीधे प्रवेश के प्रपोजल को स्वीकृति दे दी है। यह प्रपोजल लागू होने के बाद ग्रेजुएट विद्यार्थियों को प्रवेश लेने के लिए कॉमन प्रोफिशिएंसी टेस्ट (CPT) पास करने की जरूरत नहीं होगी। वे CA कोर्स में सीधा प्रवेश  ले सकेंगे। नए नियम के बारे में अधिसूचना 1 अगस्त, 2012 को ही जारी कर दी गई है। ग्रेजुएट विद्यार्थियों को सीए के इंटरमीडिएट प्रोफिशिएंसी कॉम्पिटेंसी कोर्स (IPCC) में एडमिशन मिलेगा। नए फॉर्मेट के अनुसार CA कोर्स में प्रवेश के लिए किसी भी मान्यता प्राप्त या ओपन यूनिवर्सिटी से कॉमर्स में ग्रेजुएशन और पोस्ट ग्रेजुएशन में 55% मार्क्‍स होने चाहिए। ग्रेजुएशन और

3000 प्रेरक लगाए जायेंगे साक्षर भारत मिशन के तहत

राजस्थान में भी साक्षर भारत योजना के तहत पंचायत स्तरीय लोक शिक्षा केंद्रों के लिए लगभग 3000 प्रेरकों की भर्ती होगी। ये सभी पद ठेके पर होंगे। इसके लिए आवेदन करने की अंतिम तिथि 31 अगस्त रहेगी। इन पदों की भर्ती साक्षरता निदेशालय के निर्देशन में ग्राम पंचायत स्तरीय लोक शिक्षा समिति के द्वारा की जाएगी।

साक्षरता निदेशक श्री मधुसूदन शर्मा ने अपने बयान में बताया कि लोक शिक्षा केंद्रों पर नियुक्त होने वाले प्रेरकों के लिए न्यूनतम शैक्षणिक योग्यता दसवीं पास रखी गई है। इन पदों के लिए

हरियाणा के बीएड कॉलेजों को राहत, दोबारा जांच से पहले कमियां सुधारने का मौका मिला

हरियाणा के 450 से भी अधिक एजुकेशन कॉलेजों के लिए राहत की खबर आई है। पंजाब एवं हरियाणा हाईकोर्ट के नए फैसले के अनुसार राष्ट्रीय अध्यापक शिक्षा परिषद (एनसीटीई) के सेक्शन 13 के तहत अब इन कॉलेजों की दोबारा जांच होगी। इससे पहले NCTE के जयपुर रीजनल ऑफिस ने सेक्शन 17 के तहत कॉलेजों की जांच कराई थी। इसमें मिली कमियों के आधार पर संबंधित कॉलेजों पर मान्यता रद्द होने तक का खतरा पैदा हो गया था। परन्तु नए निर्णय के बाद कॉलेजों को खामियां सुधारने का मौका मिल जाएगा।
