पीजीटी भर्ती के लिए गुड एकेडेमिक रिकॉर्ड की शर्त हटाने की प्रक्रिया पूरी

शिक्षक बनने की तमन्ना रखने वाले हजारों युवाओं के लिए राहत  खबर है कि हरियाणा में होने जा रही 14216 पीजीटी की भर्ती में गुड एकेडेमिक रिकॉर्ड की शर्त जल्द ही हटा ली जाएगी । इस सन्दर्भ में सरकार की ओर से प्रक्रिया पूर्ण कर ली गयी है । आज सोमवार को इस फैसले पर अंतिम मोहर लग सकती है । इस से पहले शिक्षक भर्ती बोर्ड ने भर्ती प्रक्रिया में भाग लेने हेतु एक अनिवार्य शर्त रखी थी कि दसवीं, बारहवीं तथा स्नातक डिग्री में से दो में कम से कम 50% और एक परीक्षा में कम से कम 45% अंक होना आवश्यक है । परन्तु अभ्यर्थियों ने प्रारम्भ से ही इस नियम का विरोध करना शुरू कर दिया था और आखिर में सरकार ने उनकी बात को मानते हुए यह फैसला ले लिया है कि नए सेवा नियमों से गुड एकेडेमिक रिकॉर्ड शब्द को हटा लिया जायेगा। इसके अतिरिक्त चार साल के अनुभव वाले अभ्यर्थियों को TET से छूट अभी बरकरार रहेगी, इस सन्दर्भ में सरकार ने फिलहाल कोई फैसला नहीं लिया है । हालांकि केन्द्रीय मानव संसाधन मंत्रालय ने इस सन्दर्भ में हरियाणा सरकार को नोटिस भी जारी किया हुआ है कि इस प्रकार की छूट असंवैधानिक है, इसे हटाया जाये, परन्तु सरकार की ओर से अभी कोई संकेत नहीं मिले हैं जिससे अंदाजा लगाया जा सके कि यह शर्त भी हटेगी या नहीं ।

हरियाणा के मिड डे मील वर्करों के वेतन में होगी कटौती

बढती महंगाई के हिसाब से किसी कर्मचारी का वेतन या मेहनताना बढ़ना चाहिए वहीँ हरियाणा के सरकारी स्कूलों में काम कर रहे मिड डे मील वर्करों के वेतन में कटौती करने का फरमान सुनाया है शिक्षा विभाग ने। नए नियम के अनुसार मिड डे मील वर्कर को अब 12 महीने की बजाय केवल दस महीने का वेतन ही दिया जायेगा। शिक्षा निदेशालय ने इस सन्दर्भ में बहुत ही बेतुका सा तर्क दिया है कि 12 यदि महीने का कलेंडर उठा कर देखा जाये तो 60-70 छुट्टियाँ पड़ती हैं। इस प्रकार से एक मिड डे मील वर्कर एक साल में 1000 रुपये प्रति माह की दर से 2000 रुपये मुफ्त में ही ले जाता है। गौरतलब है कि सरकारी स्कूलों में चल रही मध्याह्न भोजन योजना में इन वर्करों की बहुत बड़ी भूमिका है। सैंकड़ों बच्चों के लिए हर प्रकार के मौसम में भोजन तैयार करके उन्हें परोसना और झूठे बर्तनों को साफ़ करना, इन सब  के लिए एक वर्कर को 1000 रुपये प्रति माह दिया जाता है अर्थात एक दिन की मजदूरी केवल 33 रुपये। और उस पर भी अब लगभग 16% की कटौती एक गरीब के लिए बड़ी दुखदायी है। पहले भी मिड डे मील वर्कर अपने हकों और मेहनताने को लेकर कर संघर्ष कर रहे हैं, उस पर विभाग का ये फरमान जले पर नमक छिड़कने जैसा है।

चार साल के अनुभव को TET से छूट पर केंद्र का हरियाणा सरकार को नोटिस

हरियाणा में होने जा रही पी जी टी भर्ती में चार साल का अनुभव रखने वाले अभ्यर्थियों के लिए बुरी खबर है कि केंद्रीय मानव संसाधन मंत्रालय एवं NCTE ने इस विषय में हरियाणा सरकार को नोटिस जारी कर अपनी स्थिति स्पष्ट करने को कहा है । प्रदेश में होने जा रही 14216 पी जी टी की भर्ती में हरियाणा सरकार ने अतिथि अध्यापकों की सुविधा को मद्देनजर रखते हुए शिक्षक भर्ती के नियमों में संशोधन करते हुए एक नया ही नियम बना डाला कि यदि किसी अभ्यर्थी का TET पास नहीं किया हुआ है परन्तु वह चार साल से किसी भी सरकारी अथवा गैर सरकारी विद्यालय में पढ़ा रहा है तो वह भी आवेदन कर सकता है जबकि शिक्षा अधिकार अधिनियम के तहत एवं NCTE के नियमों के अनुसार पूरे भारत में कहीं भी केवल वही व्यक्ति अध्यापक पद के लिए आवेदन कर सकता है जिसने अध्यापक पात्रता परीक्षा पास की हुई है । इस विषय में NCTE ने 23 अगस्त, 2010 को एक नोटिफिकेशन भी जारी किया है। अब हरियाणा सरकार ने नया सेवा नियम बना दिया कि जिनका TET क्लीयर नहीं है और वे चार साल से उसी पद पर अध्यापक के तौर पर कार्य कर रहे हैं तो वे इस शर्त पर भर्ती में भाग ले सकते हैं कि 1 अप्रैल, 2015 से पहले उन्हें TET पास करना होगा।  पात्र अध्यापक  ने इस विषय को लेकर 17 अप्रैल को मानव संसाधन मंत्रालय को शिकायत की और मंत्रालय ने सकारात्मक कार्यवाही  करते हुए हरियाणा सरकार को नोटिस जारी कर दिया तथा अपना पक्ष रखने को कहा । इसके बाद हरियाणा शिक्षा विभाग की मुख्य सचिव ने 8 मई को अपना जवाब पेश किया जिसमें बताया गया कि यह छूट केवल एक बार के लिए है, यदि कोई अध्यापक 1 अप्रैल 2015 तक पात्रता परीक्षा पास नहीं कर पाया तो उसकी सेवा अपने आप समाप्त हो जाएगी। परन्तु मानव संसाधन मंत्रालय ने इस जवाब को सिरे से खारिज करते हुए इस प्रकार की छूट को अधिनियम का गंभीर उल्लंघन बताया और कहा कि किसी वर्ग विशेष को विशेष छूट देना कोई क़ानून नहीं है। जहाँ पूरे देश में शिक्षा अधिकार अधिनियम के तहत TET पास करना अनिवार्य है वहां एक राज्य विशेष में सरकार द्वारा अपनी मनमानी करना गलत है।

अब पात्र अध्यापक संघ ने इस नए व बेतुके नियम को हाई कोर्ट में चुनौती देने का निर्णय लिया है । इन सब बातों को  हुए यह भी प्रतीत होता है कि हरियाणा सरकार समय पर भर्ती करने में असफल हो सकती है और सुप्रीम कोर्ट की फटकार सहन करने के लिए सरकार को तैयार रहना होगा।
