General Guidelines for Transfers of Teachers in Haryana

Haryana Government has invited the applications from employees of all departments except Irrigation Department for General transfers. These applications can be made from June 1, 2011 to July 15, 2011 (Till June 30, 2011 for Education Department). The general terms and conditions for transfer of teachers are as follows:

1)         Normal Tenure of a teacher for transfer at any place of posting should be a minimum of 5 years. Further, a teacher shall not be transferred even after 5 years in case his/her results have been 100% during last 3 years and he/ she wishes to continue in that school. However, further a teacher who has completed tenure of 3 years will be eligible to apply for transfer against vacancy or on mutual transfer basis.

2)         Request of employees for transfer to their preferred stations shall only be entertained subject to administrative grounds and keeping in view the interest of studies of school children.

3)         The request for mutual transfer would be entertained subject to the condition that both the applicants are posted at the stations outside the 10 km radius of each other.

4)         As the transfer of a teacher in the middle of an academic year disturbs the studies of the students. Keeping this in view, no transfers will be made after Summer Vacations i.e. 30th June, 2011 except in circumstances of administrative exigencies.

5)         Female teachers or male teachers above the age of 50 years will be preferably posted in the girl schools. Further, female teachers would be preferred over male teachers of age more than 50 years.

6)         In case of displacement/ transfer of the following categories of Teachers, efforts will be made to adjust them within a radius of 10 km from the desired place of posting in the following order of preference:-

a)  Blind (100%)

b)  Handicapped (70% or more)

c)  Those suffering from serious ailments/diseases like cancer etc. or whose

     wards are suffering from any chronic disease like Thalessemia etc. (in case

     of medical ground, the certificates issued by AIIMS, New Delhi, PGIMS,         

     Chandigarh and PGIMS, Rohtak will not be considered).

d)  Widow

e)  Legal Divorcee

f)   Wives of in-service soldiers.

g)  Female teacher having only 2 unmarried daughters below 18 years.
